■ 한미 방위비 분담금 협정의 국회 비준을 통해 한미동맹의 굳건함을 확인하였습니다

오늘 국회에서 제11차 방위비분담 특별협정의 비준 동의안이 통과되었습니다. 지난 3월 한국과 미국이 가서명한 협정이 5개월 만에 국회 문턱을 넘은 것으로, 분담금 협정의 공백이 드디어 해소되었습니다.

이번 협정은 6년 기간의 다년도 협정으로, 매년 협상을 체결할 필요가 없게 되어 한미동맹의 안정감이 더해졌습니다. 또한, 한미는 방위비 분담금 증가액을 한국의 전년도 국방비 증가율과 연동하기로 합의했습니다.

지난 트럼프 정부에서 무리한 분담금 증액을 요구했으나, 우리 정부는 원칙을 고수해, 상대적으로 합리적인 기준을 마련한 것입니다. 다만, 정부에서 인정했듯 국방비 증가율과 연동한 증액은 우리 정부에 부담이 될 수 있어 차기 협상부터는 국방예산 증가율과 분리된 방향으로 협상에 임해야 할 것입니다.

또한, 이번 협정에서는 주한미군 한국인 근로자의 고용과 생계를 보장할 수 있는 방안이 포함되었습니다. 협정 공백 시에도 한국인 근로자에게 전년도 인건비 수준으로 임금을 지급하는 규정이 명문화되어, 종전처럼 한국인 근로자가 임금을 받지 못하는 사태는 발생하지 않을 것입니다.

우리 문재인 정부는 미국과의 긴밀한 협의 끝에 한미동맹의 현안을 원만하게 해소함으로써 굳건한 한미동맹의 건재함을 보여줬습니다. 더불어민주당은 이번 비준 동의안 통과를 계기로, 굳건한 한미동맹에 기반한 한반도 비핵화와 한반도 프로세스 재가동을 힘차게 추진하겠습니다.

■ The Approval of the R.O.K.-U.S. Special Measures Agreement Reaffirms Ironclad Status of the R.O.K.-U.S. Alliance

The Republic of Korea National Assembly passed the 11th Special Measures Agreement this afternoon. Since the R.O.K. and the U.S. reached a principled arrangement five months ago, the National Assembly passed the agreement which finally fills the lapses between the previous agreements.

With the six-year-long deal, the two countries are now in a position to manage the alliance with more stable manner, without any necessity of yearly renegotiations. Moreover, Seoul and Washington agreed to tie the annual increase rate of the agreement in line with the increase rates of South Korean defense budget.

Unlike Trump administration’s inequitable requests to demand sharp increases in the past, two countries came up with relatively reasonable results with the 11th SMA. However, there are some concerns that synchronizing annual increase rate with the national defense budget could lead to excessive contributions. However, as admitted, South Korean government must negotiate annual increase rates of the agreement aside from national defense budgets in coming negotiations.

The 11th SMA also includes measures to secure labor stability for the Korean National (KN) employees of the United States Forces, Korea. The agreement stipulates labor costs of KN employees should be paid at the past year’s level, should there be any absence of agreements. This prevents any furlough of South Korean employees.

President Moon reaffirmed the steadfast R.O.K.-U.S. alliance by reviving one of the pending issues after close consultations with the U.S. With the 11th SMA in place, the Minjoo Party of Korea will continue its efforts to achieve denuclearization of the Korean Peninsula and establish a Peace Regime on the Korean Peninsula.
